ELM 9.X: Jobcode_fullsync EIP, LM_END_EFFDT Field Not Populated

Goal
After successfully running the EIP "JOBCODE_FULLSYNC" from HRMS9.0 which populated the LM_JOBCODE_TBL in ELM9.1, the field LM_END_EFFDT has no value (ie NULL) for any record . This has cause a FullSync "Workforce" to report the following validation error "..Could not find the jobcode for this person in the LM_JOBCODE_TBL table.." for everyone. Hence all the records in LM_STG_PRS_JOB have a value of '2' in the field "LM_EIP_PRCS_STTS".
How is LM_END_EFFDT field populated since it does not exists in HRMS?
