Error "Tax Location Code is Required (2000,398)" When Hiring a Person via Template-Based Hire (Doc ID 1191354.1)

Symptoms

When attempting to hire a person via Template Based Hire, the following error occurs:

Tax Location Code is required (2000,398)
Error saving Component Interface. {HCR_JOB_DATA_EMP_SRV} (91,37)


The issue can be reproduced by following these steps:
1. Go to Workforce Administration> Template Based Hire> Template Based Hire
2. Select a template and hire a person. Fill out the fields in the template (including entering a value in the Paygroup field)
3. Submit and receive Further Processing Required message.
4. Go to Workforce Administration> Personal Information> Manage Hires> select the person
5. Clicks View Error on the Manage Hires page, it shows the Tax Location Code is required error
6. Ignore the error and click Add Job
7. Transfer to the Job Data page. Job Data is populated but Tax Location Code is not.
8. If click OK, job data is not saved in the table. However, if user first enters value for Tax Location Code then click OK, job data is saved.
