E-COB: Running A Cobol Program From The Command Line Gives An Error 'Unable to Connect to Database' (Doc ID 1300965.1)

Symptoms

When running any Cobol program (e.g. Cobol test program-PTPDBTST) using PSRUN from a Unix command line, the following error is encountered:

Application Program Failed
Action Type : SQL CONNECT
In Pgm Section : SQLRT:GG100 SQL-CONNECT
With Return Code: 00405
Error Message : SQLRT: Unable to login to database HCMSTG with operator ID

FAIL TO CONNECT
PTPDBTST :
Application Program Failed
In Pgm Section : CONNECT FAILED
With Return Code: 00405
Error Message : SQLRT: Unable to login to database HCMSTG with operator ID

In this particular scenario, using the corresponding sysadm username/password  Cobol programs ran successfully online.
