There is no delivered functionality for the imposition of "surcharges" on benefits.  Requesting surcharges for Health plans for employees or dependents.  Examples of application of this functionality:

a.  those who are tobacco users and

b.  employees whose spouses have been offered coverage through their own employers, but who have decided to enroll in the employee's coverage instead of their own.
