E-COB: All cobol programs fail with 115 Unexpected signal (Signal 6) (Doc ID 1318982.1)

 ALL Server Express compiler releases on UNIX and LINUX platforms

Issue:

The site recently purchased Micro Focus cobol server express 5.1 WP4 for Peopletools 8.51.05.
The site rep installed the runtime and development license.
The cobol programs have been successfully compiled and linked, but when running cobol programs,  get the following:
This error is seen in the cobol process log file.

Impact:
----------
PeopleSoft application use cobol to provide application functionality like payroll and benefits processing. Currently none of the cobols can be run. So the issue needs to be resolved.

Steps to replicate:
------------------
The issue is occurring when running any /all cobol programs via the scheduler
