Symptoms

 ALL Server Express compiler releases on UNIX and LINUX platforms

Issue:
-------
Customer recently installed Micro Focus COBOL Server Express 5.1 WP4. Development and runtime licenses are installed.
The COBOL programs have been successfully compiled and linked, but when running COBOL programs, the following error is seen in the COBOL process log file.

Impact:

PeopleSoft application relies on COBOL processes to provide application functionality like payroll and benefits processing. Currently none of the COBOLs can be run.

Steps to replicate:

The issue is occurring when running any /all COBOL programs via the scheduler
