eBenefits File Not Found Error When Adding URL In Text Catalog That Contains %20 For Space (Doc ID 1337974.1)

Symptoms

The document name within a self service text catalog entry that is a reference to a document on a company intranet, contains %20 as a the substitute for a space.

Example: http://intranet.oracle.com/Eligibile%20Dependents%20for%20Life%20Plans%20effective%20January%201,%202011.pdf

When a user logs into Self Service and tries to click on the link to access the document, there is an error: File not Found. This is because the link resolves to:
http://intranet.oracle.com/Eligibile%200Dependents%200for%200Life%200Plans%200effective%200January%2001,%2002011.pdf
