How to Save an ITIN Number in the National ID Field (Doc ID 1365551.1)

Goal

After applying the HR Critical fix for Social Security Number (SSN) changes which included:
1. Changed the default format from 999-99-9999 to XXX-XX-XXXX
2. No longer allowed the SSN to start with the number 9
Users can no longer store valid ITIN numbers in the SSN field.  An ITIN is a taxpayer id issued by the IRS for the people that do not qualify for SSN's (non resident aliens, illegal aliens, visiting scholars, etc) An ITIN is usually held by someone who does not have a work visa, hence colleges are going to have the ITIN as the national id for many persons while industry is not.
