E-COB: COBOL Compile Error "cob: command not found" when Running "pscbl.mak" (Doc ID 1383914.1)

Symptoms

This applies to ALL PeopleTools releases, ALL Microfocus Server Express compiler releases and ALL UNIX, LINUX platforms

Issue:
-------
A site has installed a new PeopleSoft demo environment and is attempting to compile cobol
using the delivered compile (pscbl.mak) script.  None of the cobols compile.
They all encounter the following error.

Error:
------
 "cob: command not found"

Steps to Replicate:
---------------------
The issue can be replicated by running $PS_HOME/setup/pscbl.mak script
