Cannot Delete Unwanted PO Lines --System Forces User to Cancel the Line. (Doc ID 1388718.1)

Symptoms

Cannot Delete Unwanted PO Lines -- System Forces User to Cancel the Line.

If a user displays a dispatched purchase order (PO) and adds additional PO Lines. Populates some of the new lines, but not all. Decides that the extra lines are not needed and wants to just remove or Delete them. They cannot Delete the lines. The system forces the user to populate the Line data, save the transaction and then Cancel the unwanted Line.

Steps to replicate the issue:
1) Open a previously dispatched PO (Navigation Purchasing \Purchase Orders \ Add/Update POs)
2) Add some lines to the PO
3) Populate only one line with information
4) Decide that the other empty lines are not needed
5) Try to delete the empty lines
6) Not possible as the message to cancel the line at the distrib level comes
The only way to remove the unwanted line is to populate it, save the purchase order, then Cancel the line.
As a result, this PO with a canceled line goes to the vendor causing confusion.
