Symptoms

The site is running a PeopleSoft application which relies on Cobol processes to provide certain application functionality.  Therefore the site is in the process of installing a COBOL compiler. After having received the compiler license code from licensecodes_ww@oracle.com, when attempting to install compiler license via $COBDIR/aslmf/apptrack using option  3. License Install, getting the below error:
