When attempting to Finalize a Budget Plan, the following error occurs.

The PC_WRAPPER application engine fails at

16.40.00 Process 1138574 ABENDED at Step PC_INTFEDIT.CallAEs.Insert1 (Action SQL) -- RC = 805
ROLLBACK


STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create a Project and Activity.
2. Create a Budget Plan with the Budget Calender of MN and for 12 periods.
3. Go to Budget Detail.
4. Add a Budget Item with a Budget amount of say $30,000.
5. Click on the "Other" link and make sure all the amount is adjusted for 1 period.
6. Distribute the Budget and then Save the Budget Detail.
7. Go back to Budget Plan and Finalize the Budget.
8. The PC_WRAPPER goes to success.
9. Go To Budget Detail and Click on the "Other" link for the Budget Item.
10. This time adjust the amount such that $100 is reduced for the earlier period and the same amount of $100 is adjusted against another period.
11. Distribute the Budget and Save the Budget Detail.
12. Finalize the Budget.
13. The PC_WRAPPER that gets kicked off fails at the following step
