Symptoms

Scheduled Processes don't run at scheduled time by the Process Scheduler when the user time zone is different from the process scheduler time zone.  The process will run at an incorrect date.

For example:

If the Application, Process Scheduler and Database server resides in timezone CET (Central European Time)  and the user resides in a different timezone of EST (Eastern Standard Time), then the processes that are scheduled to run will run with a date stamp of the day before it was submitted.   If the process is submitted with a future time at 4/23/2012 at 11:00pm it will run immediately with a timestamp of 4/22/2012 at 11:00pm.
