EGL: Why Do We See SHARE And FEDRL SETID After Installing A SYS(No Data) Database? (Doc ID 1490840.1)

Goal

We have completed a clean SYS database installation.  We thought this was to be an empty database with no data setup.  But we see SHARE SETID, which is ok, but in the Table Set Control, the  FEDRL SETID is also showing up on three record groups for the SHARE table set control value. The record groups FS_20(funds),FS_28(programs),FS_29(classes) for SETCNTRLVALUE = 'SHARE' have SETID = 'FEDRL'.   Is this by design and how do we eliminate the FEDRL references?
