PDF Generated from Process Transcripts Component is not Appearing in Report Manager (Doc ID 1501057.1)

Symptoms

On : 9 version, Batch XML Transcripts

ACTUAL BEHAVIOR
---------------
The batch transcript Generate and Print steps run to success, but the users are not seeing the PDF file in Report Manager.

EXPECTED BEHAVIOR
-----------------------
Expect the PDF file to be accessible under the Administration tab of Report Manager.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Transcripts > Batch Transcripts > Process Transcripts.
2. Select a Process Action of Generate and Print Transcripts.
3. Run by Request Number or Date.
4. Process will run to success but the PDF is not accessible via Report Manager.

Due to this issue, users are unable to process offical transcript requests.
