E-VERITY: Remote Search Server Verity Search Type=3 Connection Issue (Doc ID 1512987.1)

Symptoms

The connection to the remote Search server for Verity Type=3 doesn't seem to work the first time.  Error in the application server log when it fails:

PSAPPSRV.2832 (11) [01/15/12 15:18:58  (IE 8.0; WIN7) ICPanel](1) (NET.339): A Tuxedo system error occurred while calling VerityRequest.  Look in the Tuxedo log for more information.
PSAPPSRV.2832 (11) [01/15/12 15:18:58 (IE 8.0; WIN7) ICPanel](0) CVQueryType2::Execute: failed: VerityRequest Failed
