Symptoms
When we enter the Used Quantity for the description/service oriented Work Order, a PeopleCode error message stating that the SetID cannot be found is returned.

SetID not found for name='Business Unit', value='with record 'INV_ITEM_UOM', Tree', (2,214)
Steps
---------
This issue can be replicated by performing the following steps:
1) Create a service oriented Work Order.
2) Tab to Actuals, click on PurchaseOn-Hand, and enter the Used Quantity.
3) Click OK on error window.
4) Tab to Work Order.
5) Tab back to Actuals, PurchaseOn-Hand. Used Quantity is populated.
