E-BI/GL:Failed to POST Data When Uploading Journal into SSL Enabled Web Server (Doc ID 1527319.1)

Symptoms

On : 9.1 version, Spreadsheet General Ledger Journal Import.

SSL has been enabled in Web Server. PIA access is fine.
The General Ledger Journal uploads from Excel is failing with Connectivity error.

"Please check server connectivity and try again.
Error: Failed to POST data."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload Journal in excel template.
