Why Are Material Stock Requests (MSR) Not Being Released by the 'Order Release' Process (IN_FUL_RLS) when the Order UOM Is Not the Same as the Stocking UOM?

Goal
A Material Stock Request (MSR) is created for an Item and quantity of 3 each. The Item is stocked only in boxes. There are 4 each to a box. The MSR is reserved but the order remains in the 'Releasable' state after the 'Order Release' process (IN_FUL_RLS) (navigation: Inventory, Fulfill Stock Orders, Picking Picking, Order Release Request) is run. There are no error messages.
If the MSR is created for a quantity that represents some multiple of the stocked Unit of Measure (UOM) (box), the IN_FUL_RLS process picks the MSR. With the above example, if the quantity was 4, the IN_FUL_RLS process would release and pick 1 box.
