Issue 1: Why does the PeopleCode generate the URL for web server created for Candidate Gateway instead of the URL that points to the web server configured other components?

When external Careers page is maintained on a different web server, then all email notifications sent through Talent Acquisition Manager (such as link questionnaire or refer friend email) have a URL containing the web server for Recruiting and not Careers.

Replication Steps
1. Create external careers on a different web server
2. Take action Refer a Friend or Link Applicant for an external applicant.
3. The applicant receives the email.
4. The URL in the email contains the web server details of Recruiting and not of external careers. Hence, clicking on the URL will take us to the wrong page.

Issue 2: The Confirm Referral email sent to an employee directs to external Careers Sign-On page, instead of to the Self Service - Recruiting Activities - Confirm Referral page.
The happens only in an environment where there are 2 web servers.
