GP9.1: Delete ID Process Cannot Be Used To Delete EMPLID When Payroll Is Finalized (Doc ID 1536858.1)

Symptoms

As per the ID Control Table, if a row exist in the records 'GP_PYE_PRC_STAT' or 'PAY_LINE' for an employee, then their IDs cannot be deleted.  There are 2 EmplIDs in record GP_PYE_PRC_STAT (for a finalized December Absence Calendar) in which there is a need to delete these EmplIDs irrespective.
