On : 8.53 version, Crystal Reports 2008

When launching Crystal Reports 2008 SP3, we can open a delivered Crystal report but we cannot verify the database or log on to the database. We encounter the following error:
"Missing or invalid version of SQL library PSORA32 (200.0). Invalid userid or password."

STEPS
--------
The issue can be reproduced with the following steps:
1. Launch Crystal Reports
2. Run Verify Database
3. Crystal Reports errors out.
