E-WL: Unable to Access PeopleSoft Application from SSL-Enabled F5 or Other Load Balancers. F5 Error Message "Connection attempt to insecure SSL server (see RFC5746) aborted"

Symptoms
In an environment using an F5 load balancer (this happens with others as well, using F5 as the example) and SSL-enabled WebLogic PIA, the user is unable to access the PeopleSoft application via the F5 load balancer. The user gets "cannot display the webpage" error and the F5 logs the following error:
The issue occurs only in an environment where:
1. F5 Load Balancer is installed in front of the WebLogic PIA
-AND-
2. SSL is installed on WebLogic PIA
If you bypass the F5 and directly access the PeopleSoft application via the WebLogic PIA, then everything works fine. Also, there are no issues if the WebLogic server is accessed via http protocol, instead of https.
