Symptoms

After applying HRMS Bundles, the COBRA Administration process fails when processing a termination that occurs on the same date as the hire.

STEPS TO REPLICATE
===================
1. Add an employee (Navigation: Workforce Administration > Personal Information > Add a Person).
2. Process the HIR event through Benefits Administration, applying defaults (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Processing).
3. Terminate the employee on the same day, Sequence 1 (Navigation: Workforce Administration > Job Information > Job Data).
4. Process the TER event through Benefits Administration  (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Processing). Results at Benefits > Manage Automated Enrollment > Events > Update Event Status.
5. Process the COBRA event (Navigation: Benefits > Administer COBRA Benefits > Manage Automated Participation > Qualify Event/Proc Enrollment).
