E-PUM PTADSAEPRCS fails with "User does not have permission to perform Compare from File (257,308)" (Doc ID 1602159.1)

Symptoms

Using the Application 9.2.00x image database, create the PUM Change Package and use Change Assistant to apply the Package to the target instance. The result can be noticed in the step - 'Comparing ADS Project - PTADS16299507'. The step fails with the following error:
