E-PUM PTADSAEPRCS fails with "User does not have permission to perform Compare from File (257,308)"

Symptoms

Using the Application 9.2.00x image database, create the PUM Change Package and use Change Assistant to apply the Package to the target instance. The result can be noticed in the step - 'Comparing ADS Project - PTADS16299507'. The step fails with the following error:

After correctly implementing the solution in PeopleSoft Update Manager - Known Issues (Doc ID 1552245.1) and from PeopleTools 8.53: Data Migration Workbench, Setting Data Migration Permissions, Defining Copy Compare Permissions,  the error still occurs:

"Receiving an error that the ADS Compare from file step failed with error  “User does not have permission to perform Compare from File”.
