How do the Routing Preferences Work on the Workflow Tab in User Profile? (Doc ID 1612517.1)

Goal

We want to stop some users to receive workflow notifications (Terminate Workforce, etc.) via email and worklist. We unchecked Workflow User and Email User checkbox on Routing Preferences on the Workflow Tab in User Profile.

Then, we navigated to Main Menu/ PeopleTools/ Workflow Defaults & Messages/ Worklist/ Email Message and sent a test email to that user. The user received the email.
What do these checkboxes control?

The Approval Framework workflow sends an e-mail notification to the Approver even though 'Email User' is not checked for User Profiles > Workflow > Routing Preferences settings.

If the Users cannot access the Security > User Profiles > Workflow tab, My System Profile, is where Email or Worklist User is set.

Generally, users cannot access the Security > User Profiles > Workflow tab. But for all users, there is a My System Profile menu link, that includes and updates the User Profile with the desired values. It is from here users can make their notification selections.

What setup needs to be done in order for e-mails not to be sent to the Approver that does not have the 'Email User' checked on the User Profile?
