EAP: Payment Selection and Creation process is not displayed or Payment Creation Process button grayed out on the Pay Cycle (Doc ID 1629746.1)

Symptoms

When trying to pay a Voucher with a new Pay Cycle, the only process available is the Payment Selection process. The Payment Selection and Creation process is not available. If Payment Selection is ran and the process completes to Success, the Pay Cycle Status = Selected but the Process button for Payment Creation is grayed out, so unable to run Payment Creation in order to pay the Voucher,

STEPS

1. Create a new Pay Cycle
2. Create a new Voucher
3. Pay the Voucher with the new Pay Cycle
4. Run Payment Selection since the Payment Selection and Creation process is not showing
5. Payment Selection runs to completion
6. Pay Cycle Status = Selected but the Process button for Payment Creation is grayed out, so unable to run Payment Creation
