Symptoms
When the a leave of absence row is added to the primary job, no row is inserted in the secondary job. However if a termination row is added to the primary job, a termination row is added as well in the secondary job. It is expected that a leave of absence row is also added to the secondary job.
STEPS TO REPLICATE ISSUE

The issue can be reproduced with the following steps:
1. Add an additional assignment to an active employee
2. Enter a leave of absence row to the primary job
3. check the secondary job, no row was inserted
