EAP: Getting Error (2,270) on Voucher when Clicking the Comments Link

Symptoms
The following error is received when clicking the Comments link for voucher entered with no details:
Class Row method GetRowset scroll PYMNT_VCHR_XREF is invalid. (2,270) VOUCHER.PYMNT_TERMS_CD.FieldChange Name:unschedule_pymnts PCPC:1107 Statement:15

The scroll name has been used as a parameter of the specified method. It is not valid for the current object.
Use the PeopleCode Debugger or a PeopleCode trace to determine the point of the error, and correct the program.
STEPS
1. Navigate to Accounts Payable > Vouchers > Add/Update > Regular Entry, and add voucher without giving any value
2. Hit Add button
3. Hit the Comments link
4. Give any comment and hit OK button
