ETL9.x: Under What Conditions Is Payable Status Of “Ignore” Used?

Goal
Currently, we have PS9.2 Time and Labour integrated with North American Payroll where T&L Installation table has “Set Ignore Status for Not OK to Pay”. In PS9.0. using the adjust paid time to close rejected payable time entries sets the payable status to “Ignore” but now in PS9.2 same action results in payable status to “Closed”. We would like to know under what circumstances now the ignore payable status can be seen?
