E-IB: Provide WSDL Shows Non-Secure Location Even When "Use Secure Target Location" Is Selected (Doc ID 1683573.1)

ACTUAL BEHAVIOR
---------------
When using provide web service wizard, the generated WSDL(Web Services Description Language) URL is always set to point to non SSL. Although, the option 'use secure target location' is checked on when providing web service and service configuration does have
secure target location URLs filled in.
  

EXPECTED BEHAVIOR
-----------------------
Would expect that when "Use secure Target Location" is checked that it would generate a secure (HTTPS) address.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. In a delivered demo database, navigate to service configuration page and fill out the URLs for secure target locations. Save.
 
2. Navigate to Provide web service wizard and choose a delivered service.
 
3. Choose/check the box to 'use secure target location' when providing web service.

4. The generated WSDL URL:


http://machine.oracle.com:port/PSIGW/PeopleSoftServiceListeningConnector/Default_local_node/sample.wsdl
