ETL9.2: Time Admin Running To Success But Not Generating Payable Time

Symptoms
On : 9.2 version, Time Administration
No payable time being created by Time Administration. Process completes successfully and moves Earliest Change Date forward and sets TA status to N, but there is no payable time or exceptions.
Expecting payable time to be created.
The issue can be reproduced at will with the following steps:
1. report time
2. Run Time Admin
3. check results = no payable time, no exceptions
Due to this issue, users cannot pay employees and this will impact their go live plans for 8/1/14
