Symptoms

When trying to add an active employee to a project team as the project manager, the user gets an error:

Note that neither Program Management, Proposal Management nor Resource Management are installed.

The issue can be reproduced at will with the following steps:

1. Identify an employee with multiple effective-dated job codes.
2. Navigate to Project Costing > Project Definitions > Team and select a project.
3. Add the employee to the team using the Project Manager role.

Due to this issue, users cannot add certain employees to the project team as project manager.
