ACTUAL BEHAVIOR

The Budget Vs Actuals interactive report is not displaying the actual amounts in the report.
EXPECTED BEHAVIOR
-----------------------
Budget Vs Actuals report should display the actual amounts correctly in the report.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Project/Activity with Project and Activity Start and end date as 3/23/2014 and 3/23/2014
2. Create a monthly budget for 12 periods. Specify the Budget for the Month of March 2014 for say $1000.
3. Create Actual Transactions for the month of April 2014. Say $500
4. Review Budget Vs Actuals report. Notice that Actual Amount will be $0 even though we have $500 Actual Transactions for the budget item
