Symptoms

TA process message log -  If payable time is not created verify schedule set-up for Employee - is not always correct.

Customer is currently using PeopleSoft HRMS 9.2 PUM6 with People tools 8.53.
They scheduled the Time admin process to run hourly basis. For each run they noticed the 'If payable time is not created verify schedule set-up for
Employee (13502,109)' message for each employee even an employee has correct schedule in the SCH_ASSIGN table with the USE_DFLT_WS value is 'Y' who exists in that run.
This is misleading the users.

STEPS
-----------------------
1) A TimeAdmin process with multiple batches is producing a message log that containing employees attached to a schedule emits erroneous messages:  If payable time is not created verify schedule set-up for EE: 1234, 2 (13502,109) even when the Schedule Definitions is set-up correctly and when the Payable Time is created.

2)  A TimeAdmin process with a single batch is not generating this message.
