When Integrating HCM to CS, WORKFORCE_SYNC Does Not Insert the New Job Data Row When a Row is Deleted and added on the Same Effective Date (Doc ID 1946488.1)

Symptoms

When sending Integration Broker message WORKFORCE_SYNC from HCM 9.0 to CS 9.0 to send Job and other related data, if a row is added and deleted with the same effective date (effdt) and effective sequence (effseq), the WORKFORCE_SYNC message contains add row followed by delete row. When the message is processed in CS, the add row is processed first, then followed by delete row, resulting in deleting the row that was added because the effdt is the same.

REPLICATION STEPS
--------------------------
1. In HRMS, delete the job row of an employee with effdt, for example 11/7/2009.
2. Then add a new job row for this employee with effdt 11/7/2009.
3. Save the page.
4. Verify WORKFORCE_SYNC successfully subscribed in CS and review XML created by message.
