Symptoms
Supplier Portal - Bidder registration does not enforce Password controls.
STEPS
-----------------------
1. Enable Password Controls
2. Configure Supplier Registration so password is not system generated
3. Register as a new Supplier and add a contact
4. Enter a Password that does not meet the Password Control requirements
5. Submit the registration. The User Profile will not be created
