HIPAA 834 5010 file, BN_834_MBR_SEG_N4H Is Incorrect For Foreign Addresses With no State/Prov Or Country Subdivisions (Doc ID 1966877.1)

Symptoms

The HIPAA 834 output with foreign addresses shown in the N4 segment are incorrect.

Where the country has no state/province or country subdivisions, the BN_834_MBR_SEG_N4H should end with City name, Blank state or province code, Postal code, Country Code.
e.g. for the country of Marshall Islands, N4*Majuro**96960*MHL~

Instead, the BN_834_MBR_SEG_N4H is incorrect for Foreign Addresses with no State/Prov or Country subdivisions is showing *** (three empty segments) at the end of the N4.

The issue can be reproduced at will with the following steps:
1.  Locate a test employee who is enrolled in Health benefits and who has a US Home Address.  Insert a new effective dated row for a non-US country that has no state or province codes.  Example - the address is in the city of Majuro, postal code 96960, country of Marshall Islands.  Save the change.
2.  Run the Refresh Benefit Snapshot BEN100A.sqr process with a fresh run control ID and current date, to get a new base benefits snapshot.
3.  Using the same run control ID and date, run the Create HIPAA EDI 834 file process.  Use the Full File Audit file type and Create a HIPAA 834 5010 file.
4.  Review the N4 segment results on the HIPAA output file.  It is showing:  N4*Majuro**96960*MHL***~
