Rebuild Primary Job Flags Process Does Not Provide The Expected Results In Some Scenarios. (Doc ID 1982533.1)

Symptoms

The Rebuild Primary Job Flags process (Ben500) does not always create the proper results. The Rebuild process removes the existing rows and rebuilds the flags, however, we don’t believe the end results are correct. The include deductions for Empl Rcd 1 should not be checked and the history of the primary job flags changing Empl Rcds from 0 to 1 and back to 0 appears to be missing for the following scenario:

STEPS

The issue can be reproduced at will with the following steps:
1. Hire an employee with 2 multiple jobs with empl rcd 0 as primary in Benefits and both associated to Benefit Record 0

2.  Enter the following scenario in Job Information:
Empl Rcd 0 Benefit Record 0
HIR 3/12/1988 Benefit program: XXX 3/12/1988
Leave 3/6/2013
RFL 9/9/2013

Empl Rcd 1 Benefit Record 0
HIR 3/6/2013 Benefit program: XXX 3/12/1988
TER 9/9/2013

3. Run the Primary Job Rebuild process. Navigation: Benefits > Maintain Primary Jobs > Primary Jobs utility

Primary Job Flag Results:
Empl Rcd 0 03/12/1988, benefit Record 0, Yes for Primary Job, Yes for Include Eligibility, Yes for Include deductions
Empl Rcd 1 03/06/2013, Benefit Record 0, No for Primary Job, Yes for Include Eligibility, Yes for Include deductions

There is no history showing the Primary Job assignment to Empl Rcd 1 and an old effective date is used instead of 9/9/2013 for Empl Rcd 0.
