System is allowing to change the Asset status from Transferred to In Service

Replication steps:
1. Fully transferred an asset- At this time the asset status is Transferred.
2. Go to Basic Add >General Information --> Change the Asset Status from Transferred back to In Service. -> System is changing the asset to In Service again.

Expectation: System should not allow the asset status to be changed back to In Service when asset is already Fully transferred.
