ETL9.x: Compensatory Time Off Plan - Rows Created In PS_TL_PAYABLE_TIME Not Found In PS_TL_COMP_DAY_BAL (Doc ID 2003505.1)

*We are finding Compensatory time earned and taken rows are being processed thru Time Admin and placed into PS_TL_PAYABLE_TIME. But then we do not find a row created for them in PS_TL_COMP_DAY_BAL so then employees are not showing the correct Compensatory Time Off balance.
*Our Compensatory Time Off Plan was created last August. We had an inquiry about a balance from our HR department.During our investigation we are noticing an inconsistant pattern of rows not found in PS_TL_COMP_DAY_BAL but are found in PS_TL_PAYABLE_TIME.
*The Comp Time Off Plan was created with an Expiration Period of Never. No Limit to Positive Comp Hours. And Allow Negative Comp Hour with the Max allowed set to 9999

*There is no work around on this and now we are working on finding the correct balances for these employees and enter adjustments. But we are waiting to do these adjustments until after we resolve this issue. This issue is effecting around 130 employees in the location that uses the Comp Plan.

Is there something that deletes these comp plan rows in PS_TL_COMP_DAY_BAL?
