In Life Events creation, Document Upload step is not being set as complete after document is approved and dependent information has been entered.
The issue can be reproduced at will with the following steps:
1. The normal order of Life Event entry/processing is Birth Date entry, Update Dependent/Beneficiary entry, Document Upload completed and approved.
2. If a different order of steps is used, e.g. Birth Date entry, Document Upload completed and approved, Update Dependent/Beneficiary entry,
a. The Document Upload step will not change to complete, with a green icon and white checkmark
b. An error message is generated: "Required action item(s) which are denoted by the asterisk must be completed. (3001,1142)"
c. The event cannot be completed.
