ACTUAL BEHAVIOR

The ps_theme cookie is not enabled with secure flag.



EXPECTED BEHAVIOR
-----------------------
the ps_theme cookie should be set a secure in an https env.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to any 8.54 https site

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the site is not completely secure as the cookie is not secure flag enabled.
