GPJPN: Process Criteria of Load YEA Report Data Incorrect for Retired Employee

Goal
An employee retires on the last day of March 2015. A Termination Job Data row with effective date 1st Apr 2015 is entered. The March 2015 (last salary payment month) payroll is processed. There are data for March 2015 existing in PS_GPJP_WA_WHTAX table. However, when Load YEA Report Data JPN is run, no data with DATE_YEAR_VAL = 2015 are generated into the PS_GPJP_YEA_TABLE table. Why?
Data with DATE_YEAR_VAL = 2015 should be generated into the PS_GPJP_YEA_TABLE table.
