EGL9.2: PSGTT01 **Table Undefined - Tablespace Invalid! - Upon Running The setspace.sqr While Applying Change Package for Image 13 or Image 14 on Tools 8.53 (Doc ID 2036297.1)

Symptoms

On Tools 8.53, while applying FSCM 9.2 PI 13 or PI 14 change package, the following error occurs when running the setspace.sqr.  Below is just a sample of the many rows returned with the PSGTT01 tablesapce invalid error (there are more rows on the set space log):

JED_JHDR_G        PSGTT01  **Table Undefined - Tablespace Invalid!
JED_JL2_G          PSGTT01  **Table Undefined - Tablespace Invalid!
JED_JLN_G          PSGTT01  **Table Undefined - Tablespace Invalid!
JED_SVT_G         PSGTT01  **Table Undefined - Tablespace Invalid!

PSGTT01 is a new tablespace delivered by Tools 8.54 release.  We are currently still on Tools 8.53.14 while applying the PI 13 or PI 14 change package.  How do we proceed with the above error?
