When Utilizing Notification Framework, Emails Not Being Sent and Error (2,121) is Encountered (Doc ID 2040727.1)

When attempting to delegate access, for example, in self service using Share my Information, users get the following message as a pop up, but neither the delegator nor the proxy receives any information:

An email notification will be sent to test. (14025,76)
An email notification will be sent to test to inform him or her about the new or revoked delegated transactions. Press Ok to continue or Cancel to go back.

When reviewing error log, the following is noted:

Notification cannot be sent due to following error:  Notification cannot be sent.  Notification data cannot be saved due to error: Negative number assigned to an unsigned field: SCC_NTFREQ_HDR.SCC_NTFREQ_ID. (2,121)

It is anticipated that an email notification will be received.

The issue can be reproduced at will with the following steps:
1. Main Menu > Self Service > Student Centre > Share My Information. Click on Delegate Access To A New Contact button.
2: Click on the “I accept” button to accept terms and conditions.
3: Fill in the relevant information and click on the Save button.

The issue has the following business impact:

Due to this issue, users cannot share information.
