Symptoms

EffdtCheck Meta SQL being used incorrectly in Vanilla code. See this article for more details.
Everywhere effdtcheck meta SQL is used against Job or any other table containing effseq, there will be inaccurate results.
EffdtCheck meta SQL should not be used against tables containing effseq.

Reviewing the code below, this does not return the results one would expect from a max effdt/effseq query.
