Symptoms

When attempting to create the payee record for a beneficiary, the following error occurs:

  Invalid row number 1 for class Rowset method InsertRow (2,263) FUNCLIB_PA.FUNCLIB_FLD.FieldFormula Name:CreatePersNIDData
  PCPC:7203 Statement:93
  Called from FUNCLIB_PA.POP_SCROLL.FieldFormula Name:POPULATE_SCROLL_PENSION Statement:13
  Called from RA_PERS_DATA.GBL.PreBuild Statement:4

  A PeopleCode program has called an object method with an invalid value for the row number parameter. The row number should be within
  the range of existing rows in the rowset.

  Use the PeopleCode Debugger or a PeopleCode trace to determine the point of the error and correct the program.

STEPS

The issue can be reproduced at will with the following steps:
1. Enter a new Create Payee record for a beneficiary (Navigation: Pension > Payments > Create Payee).
2. Click Save.
3. Click the Personal Data link.
