E-IB: Service Operation Publication and Subscription Contracts Fail to be Created after Database Refresh (Doc ID 2051681.1)

Symptoms

On PeopleTools 8.5x, after having refreshed a database from another database, Integration Broker publication and subscription contracts are not getting created.
In the Service Operations Monitor most operation instances are in status DONE, but no pub or sub contracts in the respective queue levels and their Monitor tabs.
Some of the operation instances are in status NEW, and a couple are in status ERROR, and drilling down into those shows an error message as follows:

On inspecting the application server log as the message suggests, the log shows exactly the same error message text, no more details, no other related error messages.

 Happens after a database refresh from another environment.
