Attachments Added in eProcurement are not visible in Core Requisitions (Doc ID 2058955.1)

Symptoms

When an eProcurement requisition is created, the Requester can add a Line Comment along with an Attachment (attached file) with all the options selected.  

The problem is - the Attachment cannot be viewed in the Core Requisition pages (Purchasing, Requisitions, Add/Update Requisitions).  The comment text can been seen but not the attachment. 


The issue can be reproduced at will with the following steps:
1. Create an epro requisition with a Line comment and attachment.
2. Navigate to Add/Update Requisitions (Core product) and click the comment bubble
3. Notice that the comment and attachment can be seen but the attachment cannot be displayed.


The issue has the following business impact:
Due to this issue, users cannot view attachments in Core req page when the attachment was added in epro.
