Attachments Added in eProcurement are not visible in Core Requisitions (Doc ID 2058955.1)

Symptoms

The attachment at the line of the eProcurement Requisition is not displayed on Core Requisition page.

The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement > Create Requisition
2. Add an item with a Line comment and attachment.
3. Save. (Requisition ID : 1010)
4. Navigate : Purchasing > Requisitions > Add/Update Requisitions
5. Open Requisition ID : 1010 
6. Click the comment bubble
Issue : Notice that the comment and attachment can be seen but the attachment cannot be displayed.
