SI EE CONTRI And SI ER CONTRI Not Displaying Default Values When Employee Social Security Data Are Not Setup

The customer reports that results for SI EE CONTRI and SI ER CONTRI don't come through when company social security information has been setup, but no employee social security data.
From PeopleBooks, the customer understands that the system determines the default payee values based on the payee's location and company. If the social security information for a payee are not setup, the system should use the information from the company data as default values.
